Minutes of the Sept. 9, 1999 and Sept. 15, 1999 meetings were presented for approval. A motion for approval was made by Michael Powell; seconded by Mike Blackburn; motion passed 10-0.

Assistant Commissioner Ress reported on the general format, sites and other preliminary plans for the 1999-2000 Wrestling Tournament Series. The recommendations included the following changes in host sites:

To North Montgomery From Greencastle

To Evansville Central From Seymour

Due to the recommended change of the semi-state to Evansville, it was proposed the following sectionals be re-routed through the Evansville Semi-State: Brownsburg, Decatur Central and Greencastle. Conversely, it was proposed the sectionals at Batesville, Franklin County and Rushville be re-routed through the New Castle Semi-State.

A motion to approve the recommendations for the wrestling tournament series was made by Steve Riordan; seconded by Janis Qualizza; motion passed 10-0.

Assistant Commissioners Ress and Searcy reported on the general format, sites and other preliminary plans for the 1999-2000 Boys & Girls Swimming & Diving Tournament Series. These recommendations included the following changes in host sites:

To Hamilton Southeastern From Kokomo

To Avon From Southport

To Concord From Penn

To South Bend Riley From Mishawaka

A motion to approve the recommendations for the boys and girls swimming and diving tournament series was made by Priscilla Dillow; seconded by Michael Powell; motion passed 10-0.

Assistant Commissioner Wynns reported on the general format, sites and other preliminary plans for the 1999-2000 Girls Basketball Tournament Series. These recommendations included the 64 schools designated as host sites. A motion to approve the proposals for the 1999-2000 girls basketball tournament series was made by Mike Blackburn; seconded by Priscilla Dillow; motion passed 10-0.

Associate Commissioner Craft and Assistant Commissioner Wynns recommended the winners of the even-numbered basketball sectionals serve as the host site for the regionals in 2000. The odd numbered sectional winners would be the host regional sites in 2001. If the distance between the two sectional winners exceeds 110 miles, or if a facility is considered inadequate, a neutral site would be designated by the IHSAA.

The regionals will be contested on the Tuesday following the sectional unless the schools in both sectionals requested that the regional be played on Wednesday. Using that rationale, 24 regionals will be played on Wednesday and eight will be played on Tuesday. The eight that would be played on Tuesday are:

Associate Commissioner Craft presented preliminary plans for the 1999-2000 Boys Basketball Tournament Series. Included in these tentative plans was a discussion of possible semi-state hosts.

Assistant Commissioner Ress reported 1,889 non-teaching coaches have been approved for 1999-2000 as of Oct. 12^h. Of this total 569 (30%) are head coaches in the sport they are coaching. The sports that have the largest number of non-teaching head coaches are: Boys Soccer – 99; Volleyball – 93; Girls Soccer – 86.

Associate Commissioner Craft reported on transfers that have been ruled on for the 1999-2000 school year. This report included the following actions as of Oct. 7.

Full eligibility -- 1,399.

Limited eligibility -- 147.

Ineligible -- 24.

Total -- 1,570.

The Executive Committee went into executive session to conduct the following hearings:

Murlin Reed, a student at Indianapolis Manual High School, had been declared to have limited eligibility on the basis of Rule 19-6.2. A hearing was requested in order to appeal the ruling and request full eligibility. Following the hearing, the Executive Committee upheld the decision of the Commissioner.

Ahkeenan Sprouse, a student at Gary Wirt High School, had been declared to have limited eligibility on the basis of Rule 19-6.2. A hearing was requested in order to appeal the ruling and request full eligibility. Following the hearing, the Executive Committee upheld the decision of the Commissioner.

James E. Pena, a student at Hammond Clark High School, had been declared to have limited eligibility on the basis of Rule 19-6.2. A hearing was requested in order to appeal the ruling and request full eligibility. Following the hearing, the Executive Committee upheld the decision of the Commissioner.

Assistant Commissioner Wynns reported that the Association has received 317 unsportsmanlike conduct reports from officials working contests this fall. Mrs. Wynns indicated that schools who have been involved in five or more unsportsmanlike incidents would be contacted regarding the need to curtail actions resulting in unsportsmanlike behavior.

Commissioner Gardner presented the monthly financial report of the Association.

Commissioner Gardner reported 393 schools (386 full members, seven junior members) have joined the Association for the 1999-2000 school year.

Commissioner Gardner reported to the Executive Committee on the National Federation Section IV meetings that he recently attended in Stevens Point, Wis. While many issues were discussed, areas receiving some focus were: (1) out-of-season rules; (2) composition of governing boards; (3) charter schools; and (4) security at athletic competitions.

Chairman Phillip Gardner reported on his attendance, along with Commissioner Gardner and Sports Information Director Russell, at the Mid-West States Seminar at Schaumburg, Ill. Much of the workshop was centered upon technology issues (i.e. programming, interactive web pages, security of information, training/staffing needs, etc.).

Assistant Commissioner Wynns reported on the Mid-West Officials Summit, which she hosted at IHSAA headquarters. Officials education and the use of technology were the central themes during this conference. The IHSAA was proud to serve as host for this event and feedback indicates Mrs. Wynns did an excellent job in organizing these meetings.

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

The following penalties were assessed for various violations of the IHSAA By-Laws:

Greenfield-Central High School

Commissioner Gardner reported the following action as a result of a violation of Rule 9-13.

1. The Greenfield-Central High School boys tennis program is issued a warning.
2. Coach Bernie Miller is reprimanded for causing this violation to occur.
3. The administration is commended for its prompt reporting and handling of this matter.

Union (Dugger) High School

Commissioner Gardner reported the following action as a result of using a player that was not eligible for varsity competition.

1. The Union (Dugger) High School football program is issued a warning.
2. Coach Todd Gambill is issued a severe reprimand for knowingly causing this violation to occur.
3. The administration is commended for its prompt reporting and handling of this matter.

West Vigo High School

Commissioner Gardner reported the following action as a result of a violation of Rule 15-2.6b.

1. The West Vigo High School baseball program is issued a warning.
2. Coach Steve DeGroote is reprimanded for causing this violation to occur.
3. The IHSAA accepts and supports the administration’s suspension of Coach DeGroote from participation in open facility sessions.
4. The administration is commended for its prompt reporting and handling of this matter.

Yorktown High School

Commissioner Gardner reported the following action as a result of a violation of Rules 9-1 & 14-1.

1. The Yorktown High School boys soccer program is issued a warning.
2. Coach Isidro Alvarado is reprimanded for his role in causing this violation to occur.
3. The boys soccer contest with Delta High School shall be forfeited.
4. The administration is commended for its prompt reporting and handling of this matter.
